how to care for backyard....with dogs.

Since I have dogs in my yard, I dont expect it to be top notch, but I still want to somewhat maintain it and free it of weeds, and be able to apply some fertilization. Is it possible?

since the liquid weed killers and granulars are probably unsafe for pets, what do you guys reccomend?? any suggestions?

Those chemicals are unsafe for much more than your pets. Manually weed your lawn, please. Depending on what types of weeds you have, a Weed Hound may be a good tool.
