how to adhere top stone on stacked wall

The top stones fall off constantly. I think the dog and racoons flip them
when they are after lizards also (I've seen the dog)

I could use mortar under the top ones but I was hoping there would be an easy
glue or caulk that wold secure them down.

If I remember correctly, I think there is an adhesive designed specifically for landscaping stone. It is a cartridge that fits a standard caulking gun and should be easy to use. I have never used it so I cannot give you any personal experience about how well it holds.

I had a problem of sorts like this. I found a adhesive at Lowes called "F26" comesin caulk tube style. I'll guarentee this will stop the stones from moving! Keep ups updated.
