Help seeding new lawn


We recently cleared a part of our back yard (1500 square feet) of shrubs and small trees, and removed the stumps. We would like to seed the area with grass. What is the best way to prepare the area for seeding, roto tilling or something else? We haven't had rain for a while and the soil is very dry and hard right now. Also, should we apply lime before seeding? The property is in Central Maryland.

Any help and advice is appreciated.
