Help with overgrown backyard!!!

Hello-

I recently purchased a new home which I have been procrastinating the begining of landscaping for the shear fact I don't know where to begin. I am on a tight budget and am fairly handy so I figure I am going to tackle this project by myself along with some friends for labor.

A little background, is I love in the San Francisco Bay Area which is a zone 10 area. Last summer I noticed that once upon a time there was a landscape yard secondary to the galvanized steel sprinkler system, lawn edging and few trees planted around the exterior but needless to say with years of no upkeep its hard to determine where to start. From what I can tell the yard is primarily saturated with onion grass and clovers. the yard is approximately 100' x 80' with a giant maple tree in the center of the yard.

My biggest concern is the weeds returning. Last summer I spryed "Weed-B-Gone" only for them to return this winter. Where do I begin??? Any suggestions for other good ideas regarding the landscaping?

Any help would be appreciated!!!

I attached a photo of the backyard
