Default gutter and downspouts

Hi

I am having water flowing from my downspout about every 20- 30 minutes. There hasn't been any rain for at least two days. I know I need a diverter for my downspout because the water is too close to the foundation. I have lived in this townhouse for eight years without this ever being a problem.I can hear the water running with my window open . I appreciate any help I can get

Hummm......I'll venture a wild guess that the gutters have leaves in them trapping water like a sponge and it is slowly running out.
