ground prepration

I have a yard of 30'X25'. I put down think (couple of inches)top soil in the full yard last year. last summers and this summer so far, my grass seeds are over powered by different weeds. I am planning on redoing my landscaping totally.

Before i put down any new plant, what sould i do on the existing top soil, except for taking out the weeds?

i am a newbie to this, any comments will help. thx

I mixed in a little steer manure (bought a couple bags at Lowe's) after i had got the weeds out. Worked wonders for me. Good luck!
