gravel around foundation, possible water issues?


hey guys,
I had a colver mites infestation last spring, and had to bring a pest company who sprayed all around the house with 3-month guarantee no more mites.. i learned from web articles that quite possibly they are coming back in fall .. also learned that the best way is keep them away from food; surround the house with 18 inch of gravel .. though it will look ugly and weird i have to do .. but my question is, sould i remove sods and soil all around the house before putting gravel ? put plastic under gravel to stop weed from growing ? would that eventually cause a water drainage issue since the soil is supposed to be regraded away from foundation ? any hints or tips will be greatly appreciated .. thx
