submersible small pump into ground cistern (well) gets clogged with dirt. can i make a bag (with what?) to surround (and periodically clean)?

A better bet would be an appropriate filter set-up but I am guessing the submersible is not easy to reach? I guess you could make some sort of synthetic mesh bag to go around the pump but make sure you have an emergency cutoff to disable the pump if flow is greatly restricted or you could burn it out.

Ayuh,.... Suspend the pump up off the bottom, in clear water....

I build water systems for cottages, that draw water from the water out front,...
I mount the pump inside a 6' length of 1' diameter sluice pipe, with short legs welded to it...
It holds the pump 'bout a foot or so off the bottom, 'n the sluice pipe insures only clear water ever sees the pump...
