Filling swimming Pool

I heard that in the Bay Area, you need to dig three wholes with 2 feet in diameter and 1 foot deep. Not exactly sure whether that is true or what is the correct number. Does anyone know? How about the drainage hose for back flooding? What needs to be done?

Thanks..
