filler for concrete ramp

Is it ok to use a filler such as old tile chips in cement to take up space and decrease the amount of bags needed to make a concrete ramp?

Ayuh,.... In cases like that, I pour some concrete, then thrown in big rocks, into the wet cement, 'n poured more over 'em,...

I like to keep the filler stones toward the inside, so's there's atleast 2" of concrete, 'tween the form, 'n rocks,..
