(in Wausau) I've heard to apply crabgrass preventer when the lilacs are in bloom. I happen to have lilac bushes in my front yard so I am waiting for them; I assume it will be earlier this year but yea, frost warnings out!

A bit of frost is not going to change the dynamic of the weed preventer/ fertilizer. No more than a heavy dew in warmer weather. If you wait til last frost you could typically be looking at the end of may.

Now if we are talking about Alberta where they just got dumped with 20cm of snow then its too soon.
