what is the best quality fence for the money.

For how much money? And with what fencing needs in mind? How tall? For privacy? Shared with neighbors?

A grade, zilch nots, redwood or cedar with posts ends in the ground treated.

Transparent or frosted tempered glass is actually a nice fencing material around pools and things.

Wrought iron matches antique homes.

Cyclone fencing works fine if aesthetics is not your concern and is cheap for large properties.

Poured concrete panels can be beautiful.

Too hard to answer your question without knowing your fencing needs.
