Drainage problem in backyard - Planting Cedar will help?


I think this drainage question has been asked many times, but my friend suggested me an interesting solution, I want to get some opinions.

Problem: Basically whenever it rains, there is a pond near the edge of the fence at the back of my backyard, I think all the water from my own house and my neighbor's house runs to the lowest point which happens to be my yard.

Proper Solution: I did some research on the Internet, and I KNOW that by putting weeping tile, French drain, and probably a dry well will probably solve this problem. However, the scale of construction is too huge for me to handle. Also, I know that if I put soil and raise the grade, I will got into risk by getting sued by neighbors.

Interesting Solution: Now, my friend suggested me to plant a series of Cedar in the problem area along the fence on the back of my backyard. Will this solution work? Well Cedar be able to absorb all the water quick enough? Will too much water kill the plant? Any suggestions?

planting will not help. Bamboo will absorb enough water but is very invasive and the neighbors will really kill you for that solution.

Cedars do suck up a fair bit of water, but it sounds like you would need a forest of them.
