I had water issues behind my garage because grade was up 2 feet. I dug it out put foundation sealer on the block and have a 4 pipe going around the corner. So anything else i should do before i close it up?

Where's it going to drain to?
Someone really messed up when framing that garage.
The bottom plate was supposed to be installed so the sheathing could be run past the foundation.
The way it is now waters going to be running in under the wall and rotting out the sheathing.
Need some flashing at the bottom of the wall up behind the wall and out over the foundation.

Parged, second wall or not, no amount of caulking is going to keep the water built like that.
Parging is not water proofing, it's just for looks.
