doing interlocking after it rains

Hi all, I just joined this forum. hopefully someone can help me. I'm having interlocking done in my backyard the last few days and its been raining alot. yesterday my wife saw the guys putting the gravel (HPB) on the wet ground. then they had to take out some of the gravel, scoop out water, then put the gravel back in. basically, is it bad to do all this when the ground is wet and soft? isn't the ground going to sink more than if its dry and hard? i'm very concerned about this. anyone know alot about this? thanks in advance
