creating a 'cap' for a deck railing

I have a railing on my deck that I would like to top with tile, or something. The downfall is that I live in an apartment so nothing can damage anything.

I had the thought of using a board slightly wider then the railing, and to then tile on top of that, and just place it on the top of the railing. The railing is actually a short wall that is stucco, and has metal rails coming out of it. I would like to give the 'cap' a bit of an angle away from the interior of the deck, so that water that drips down on it will run out of the deck. Right now the water pools, or comes into the deck.

My difficulty is I am not even sure where to start, and I have NO tools to work with.

Railing is 7 inches wide and 92 inches long. Here is a picture of it.

I would love so input on at least where to start. Maybe suggestions on what I can do.

Thanks
Melissa

Pictures woul not come up.
I'd forget at tile. It's held in place with thin set and could not be removed later without damaging whatever it was attached to.

How would you attach the board to the top of the wall? You'll need to anchor it somehow.
