Craftsman tractor not running right

I have a craftsman lawn tractor with a 19.5 hp Briggs twin cylinder which i inherited when I bought my house, the guy said he had it serviced yearly which is certainly a lie, I used it once last season and I have to keep it choked half way to keep a consistant RPM, if I pushed the choke 3/4 in a get a choppy idle that revs up and down every couple seconds. I took the carb off thinking maybe that was the problem, it was perfectly clean, nothing in the bowl. A guy at work was telling me I may have a clogged jet, I am not an engine guy so I have no clue where this would be in the carb, there is a capscrew on the side just below the bowl... is this it?

Ayuh,... In that case,.. Have the carb Rebuilt...
It's no doubt plugged up in 1 of the many tiny passages inside it...

Replace the fuel filter. My Craftsman GT5000 requires I do it every year. Stick with the Sears brand filter.
