concrete under pavers around pool deck , pavers go to edge of pool

After 15 years our pool deck which consisted of concrete perimeter of approx 3 feet and larger around diving board,slide and stairs sinking downward on the outer edge where it meets another 4ft of pavers it has gotten worse and we see stress on the pool wall this year. Our concrete never had cracking problems. We have to replace liner and would like to do the whole deck as one. We are 54 and 57 so we want this to be the last time we do this. We have gotten a few estimates one for $21,000 which involves removing the existing concrete and pavers and pouring concrete base then do pavers in sand and stone the sand has something in it so it becomes hard and does not have to be swept and sprayed for weeds constantly is this the right way to do the pavers for longevity because other contracters have said it is not necessary?
