Communal Landscape Drains


I recently bought a house in a big master planned community. After a big rain it got soggy in the back yard and I noticed that there are drains installed back there. The drains are connected to each other and to pipes that continue into my neighbor's yards in both directions, up hill and down hill. Neither one of them knows anything about it.

I wonder if this system is something installed as part of the development. Has anyone heard of such a thing?

Ayuh,.... Drainage, 'n water control is a part of every project,...

It's either gotta be above ground, or below, but it's gotta drain,...
