Do you mean a drywell or catch basin in your yard? If so fill mostly with gravel and breakup the top into it with a jackhamer or sledgehamer and fill the top 12" with top soil. I think a cistern is a water container in in old house that is in the attic that used gravity to make the plumbing work. If this is what you have I would cut it up and put it in the trash bin.
