cementing/mortaring rocks?

Hello and good day, I live in Rancho Cucamonga, CA. I hope I can explain this correctly. I am 3/4 of the done redoing my entire front yard. In my area there are many rocks any time you dig, so the city uses those rocks to fill in the spaces between the sidewalk and curb area. They are cemented/mortared into place. My goal is to do that with a portion of my front yard.
My question is does anyone know what kind of cement that would be used for that? Would it be put on dry and then wet down? Or do I mix it , and slowly work it between all the rocks? What is the process? I guess what I am saying is Please help?

Post an example picture. I have seen many different ways of doing this type of work with many different results.

I would attempt by creating a mortar bed first (premixed) and then applying the stones in the mortar. The thicker the mortar bed ratio to the rocks/stones being added the less time spent touching up the spaces between rocks with mortar. Mix up just enough mortar where you can apply all the rocks in less than 15 minutes and go at it from there.
