burning bushes

We'd love to help, if you would give us some more information. What is your location/zone. It's spring here and burning bushes are starting to leaf out, but I live in 7a.

You could cut a small part off a branch and inspect it for signs of life. Even while dormant, living branches behave differently than dead ones. Is is pliable or brittle? Is there any color?

Many places (even lowes and HD) offer guarantees on plants - if they didn't survive the winter you might be able to get your money back.
