Broken down board retainers

Hello, I have a request for ideas on this problem:

The boards are 30 years old. I am unsure if those 4x4's are in the concrete or not, which will complicate this greatly. I was thinking about the big concrete landscaping blocks, but I'd have to remove way too much soil to get them in, and it would look odd. I know the obvious answer is to just replace the wood, but any alternative ideas? Thank you much!

If it was Myself,.....
I'd rip out the Wood,+ Regrade it to the concrete.....
