i installed a patio using 10"by 10" by3" thick bricks. i use a base of crushed limestone. the area is 1000 square feet. it is basically flat but i have somedges sticking up as much as a quarter inch. i was thinking of running a plate tamper over it. will it help.

yes. But why? The sub-base must be flat and compacted first

You say you have some edges sticking up 1/4 inch. Do you mean the edges of the brick? If you run a plate tamper over brick that is high, you run the risk of damaging the brick. The crushed stone is a great base, but you usually want to put down an inch or two of masons sand on top of the stone to bed the brick in, much easier to get a flat surface with sand than crushed stone.
