Brick paver question

I have a paver patio and the person who did it for some reason placed the first row of pavers on a row of retaining walls. They kept coming loose so I took them off and applied mortar to the top of the retaining blocks and placed the pavers on top. Its been about 2 hrs and the mortar is not tried yet so the pavers are not adhering. Is this normal?

Brick paver question

It will depend heavily on the type/mix of mortar you used, as well as environmental factors (weather, humidity, etc). If you didn't specifically get a quick-drying mortar, or if you mixed it too wet, it could take days to set up, and even longer to fully cure.
