Working around pipes on concrete walls

I am wanting to finish the rest of my basement, but there are so many pipes (gas, water, sewer) along the walls that might need accessing that I don't know how to proceed. Do I build a stand-alone wall 12 inches out, not attached to the concrete wall or is there an alternative?

think of it this way: on your first floor or second floor... there are also many pipes... if you need accessing pipes in basement... why didn't you on the second floor/first floor... if you can enclose your first/second floor ... why couldn't you in the basement...

I am not talking about switches/ plumbing clearout etc.etc. those you need access panels...
