What to do with damp exterior walls


The paper is facejust a layer of paper covering the tar paper if that's what it's called. There's no glass insulation in the walls.

So, I had the home inspector who inspected my girlfriend's house come and have a look, and he gave me suggestions of what to do. Basically, the same things you guys suggested, but just a bit more detail since he could actually touch and see the issues. Great guy. Didn't want to charge me, but I threw him a few bucks anyway...
