What to do about crusty walls?

I'm fixing up a tiny room and I just put in the floor, but now the walls look absolutely...crusty. The walls are very rough and bumpy and the lumpy holes resemble miniature potholes. I'm not kidding, it's bad. I wasn't sure if it would be all right to simply spackle over them with masonry spackle or something that adheres correctly. Would the spackle eventually crack off after a couple years, because I would have to put it on rather thick. Any input??

Crusty?

Never heard a wall described that way before...

Not sure exactly what you mean, but, just get a small 1 gallon bucket of joint compound and skim coat over the holes wit ha 6" putty knife. Let dry, sand lightly..... re-coat, dry, light sand.......do it a third time if necessary.

It would help if you mentioned what the walls were made of. Is this a basment concrete wall?
