I am about to put a framers porch on my house, and want to use trex decking, does anyone know if the floor joist have to be 12" when using trex decking?

Only if you install on an angle, 16" if it's at right angles to the joist.

as joe said, if your running the boards on the angle it creates a longer span so the joists have to be closer together.

keep in mind that composite decking will flex and sag in the summer months as it warms up

Trex decking with cable railing holds up pretty well in the WET Northwest. Its not as bad as most people say, but you can get a bad batch [Trex decking]. Got a nice list of Trex Decking projects with different cable railing styles on Youtube. See it here: Trex Decking

Done miles of Cable Rail and 3" spacing (on cable) is code here (100 miles away from you).
