1) There is no need to capitalize each word you type.

2) Your title refers to replacing windows with insulation, and the question in your post asks an entirely different question.

3) Please consider: Without anyone here knowing your location, the size of your home, what type of energy you use, the percentage of the wall space that your windows occupy, and your current bills, how you you possibly expect anyone to answer your question?

New windows in an uninsulated house is a waste of money. Insualte the house first. Savings in a moderately insulated house is 15-30%. With a heating bill of $200/mo, that saves you $30+/mo, not a lot, but nothing to sneeze at. In a house with no insulation, it will probably not make much difference.
