reclaiming garage space
 
I have a small alcove in the garage where the steps to the house door go. I am intending to frame this in and make it part of the house to expand the mudroom. Since the foundation wall around the perimeter of the garage follows the stair alcove when I frame joists across the space I will have garage floor under it with a 4 to 6 inch space. What do i do with this space - do I block it off with pressure treated lumber that acts like the foundation along the front edge, or try to put a "bottom" inside the joists to seal it? Do I need a vapor barrier? I also want to stuff in insulation but I don't want things crawling under and nesting in it. Thoughts?

Sorry it sounds confusing. I attached a house plan and maybe that will help. The area I was trying to describe is where the stairs are in the garage. I only have two steps so I'm moving them outward and then framing the space into the house mudroom (Family Foyer on the plans) if that makes sense?

panel the sides, yes insolate , if coming back with new steps have risers people around here have been snake bit going into garage from house at steps
