Plywood cemented


A contractor put Portland cement over about 3 inches of plywood which should have been cut at weeps screed above the foundation. Stucco was done.. Says it will be ok since he put flashing tape over it...Wondering how bad is this? Will the wood rot... Should I insist on redo, cut the plywood at weeps creed and cement below? Tx..
