Installing Medicine Cabinet

I cut a hole in the dry wall to install a new medicine cabinet and there is a 2x6 in the way. There is a 2x6 to the right but a PVC pipe to the left. Can I just cut out the section in the way if I add a 2x4 for the cabinet to sit on and secured it to the 2x6, or do I need to reinforce the 2x6?

It depends.

I know thats not the answer you were hoping for. But you need to determine if the wall is a bearing wall or just a partition wall before you can decide how to proceed. a bearing wall is supporting the structure of your home. a partition walls only function is to create a room.
Don't cut out any studs until you know for certain what function they serve.
