Help with Lighting Basement

Regardless of what you want to use the space for I would go look at new fluorescent fixtures. The T8 bulb in particular are instant on, do not flicker, have long life, and are cheap. Now to get dimmable you'll need upgraded ballasts. This vs LED is going to be way cheaper. However if you plan to stay in this house AT LEAST 20 years the go LED because you'll recoup your investment from time and costs.
