Framing basement walls

I am in the process of planning and finishing my basement. When framing can I build a wall directly under the steel support beam?
Also I need to add 2 egress windows in poured concrete. Any advise on this would be greatly appriciated. min. size im told is 3'x5' ?

2 egress means you need to means to exit the room. One is the window or door and the other is the normal stairwell out of the basement.

Yes you can build a wall under the beam. Use a powder actuated gun with nails made to shoot into the steel to anchor your wall.
