Drywall question (bubbles)

I was asked to re-repair a wall section that was mudded over but left a bubble type surface. New to me, but I am guessing the mud wasn't mixed enough. Is this right or is there another explanation?

That just happens sometimes--usually when mud is applied over a painted surface--

It's a simple matter of adding one more thin coat to cover the bubbles---

If they are little air bubbles, and not tape that did not adhere to the compound, this is something my drywaller does. mix 5 caps full of Ivory Liquid or Dawn into a 5 gal. bucket of compound. It prevents the air bubbles from forming, because the mud is smoother I guess.
