Can mud be applied after prime coat?

I have prime coat some of the walls/ceilings... there are spots I would like to feather out more to make it less obvious...

Can I mud a bit at those spots...? just wonder what people usually do at this situation...

I already mud a little bit .... I do not intend to sand those... as they are very thin....

my guess "YES, it should be OK, as long as I only did prime coat, not the final colored coat with egg shell finish"

want to hear what the professional has to say though... what they usually do at this situation... I know, they are professional so they normally won't have this situation.. but just in case there is...

Drywall mud sticks to everything. It can applied after paint prime or finish. You can sand it if you wish. Just apply more primer over the new mud.

You can apply compound over finish paint as well. The only difference that you will notice is that it takes longer for the compound to dry than on raw, 'unsealed' sheetrock....

Example of coating over painted walls:
