Black Light

I am finishing a room in my basement, and i want to line the borders of the ceiling in the room with UV fluorescent lighting. My plan was to cut the drop ceiling tiles an inch or two short at the borders so i can mount the UV lights above the ceiling and have it shine through. Is this viable? whats the cheapest way to buy these bulbs and installation fixtures and install them? Do you have an idea for a better way to do this? Thank you.
