Badly Installed aluminum double hung windows in a rental

ok so i live in a loft in nyc (noisy) and my main room (the largest) has 7 large aluminum double hung windows. I feel the windows were badly installed because they have a bit too much airspace between the sash and the windows so it's basically like leaving the window open and it lets the noise in.. is there anything i can do? right now there's wool pile in a track around the window but it doesn't even touch the sash. I haven't even been able to find a thicker wool pile that fits in the track size i have.. i was looking at bubble seal but i don't know if i could use that, it seems like it would make a better seal and i guess i could put some lubricant on the sash so the rubber bubble would still slide.

i'm just sick of these windows the way they are.

thanks in advanced.

how old are the existing units?

if your windows tilt in do so and see if you can see a screw or a hole with a screw in it and try to tighten it most replacement type windows have a shim wedge built in to the side rails if not you might have to remove the trim and shim them straight with wood shims
