Adding clear silicone over grouted caulk for more waterproofing

I caulked my kitchen counter (including behind the sink) with grouted caulk to match the grout in the backsplash. I allowed it to cure for 48 hours per instructions. Then I added clear silicone over it. I have waited 15 hours and the silicone is still wet. The label says tacky in 30 minutes, completely cured in 24 hours. Is the silicone defective or are you not supposed to put it over grouted caulk?

My understanding is (and I'm sure the guys here will tell me if I'm wrong) silicone caulk does have a shelf life.
Did you purchase it recently or has it been sitting in your garage for the last three years?

You don't put a silicone liquid over a caulk. You put this sealer over traditional grout, where it soaks in and dries.

Oops, my bad. I assumed she meant clear silicone caulk.
Louise, could you tell us exactly what product you used.

Maybe that's what was done. The post was unclear to me.
