Default wooden wall problem

Hi everyone,

I have wood installed on top of the wall for more than 25 years, now the wood looks very ugly and full of stains, i have posted couple of pictures to see how bad it is, i bought a some varnish and tried to brush it but it didn't work, i think it need something else, any idea?

Is the finish varnish or shellac? Did you clean and sand before you tried to re-varnish.
