Waterproof door sill

We have a handicapped accessible Anderson door, The first time a wheelchair went over the sill it bent the metal strips in the middle. Since then the oak sill absorbs water and expands and the door sticks. We have adjusted the hinges to the point where they have to be replaced. The door faces west and we cannot prevent snow and ice from hitting it. It is not a weatherstripping problem.
We would like to make a new sill out of composite material so it never swells. Does anyone have experience with this and will this work?
