How to you enclose a half wall on an upstairs room

You should be able to simply build a frame on top of the half wall up to the ceiling. Make sure you frame with the same size wood as the halfwall to allow for the drywall. Then drywall, mud and tape.

After you put in the top plate, you need to cut the top plate of the half wall every 4' or so and install a full length stud to stiffen it.

good point but I would assume the top plate of the half wall is a solid run so attaching to the top plate and a secure fastening to the ceiling should be sturdy enough. Not knowing the structure I am just assuming.

I'm assuming the half wall has one open end. Even if it doesn't, I think it should be braced so that the is vertical stiffness to avoid cracking of the finish among other things.
