Two Tier Island

I am adding a 2nd tier to an existing Islad. I am looking for alternatives in securing the 2nd tier base, The olan is to have a 4" wide wall as a platform for our new "bar" Tier on the island. It will be 42" tall; 87" long and the counter top will be 15" deep, 3cm granite. Our floor is laminate. one end has a support column. Existing counter has Sink, dishwasher and 2 cabinets.
Any suggestions?

Too many distractions in the post.
What countertop do you have now?
Are you putting electric on the tier?

Counterplates.. Just mortoise the 1/4" off the top plate of the half wall.. Install counterplates a little out of level favoring the overhang side..
