Store bough floating shelf problems


i purchased a floating shelf at Lowe's that says it can hold 20 pounds, but i am having a bit of a problem. I placed my cable box on it and i needed to slide the shelf 3 inches away from the wall. I drilled new holes into the bracket to secure the shelf to but it seems to lean forward a ittle bit and isn't level any ideas on how to make it sit level? Bend the bracket arms? Place washers on the lower screws on the bracket that hold it to the wall. It might be tilted anywhere from 1/4 to 1/2 inch forward. Would it be easier to build new floating shelfs to the dimensions i need?
