#1 That skirt was not suppose to taper all the way to the floor like that.
If it was mine I would remove that clam shell molding, mark the skirt with a speed square about 1" to the left where it would end about 1" taller then the base and cut it off with an oscillating saw.

I also would have added base cap moulding to that skirt. What you have how is a dust catcher what shows the gaps. http://www.tiloindustries.com/profiles/base_cap_profiles.html
For an instant upgrade also get rid of that 1970 style clam shell base board (also called ranch) moulding.
Over the years at least a dozen times the first thing a new home owner asked for was to get rid of all of it.
