Rotting cedar siding...can we save them?


We have T&G cedar vertical siding. Had painting peeling issue from very beginning and hired the wrong painter and made them worst.
I am beginning to correct current issues and need to know if we can save some of siding that is rotting on bottom where siding meets deck.

Found out siding and deck painted together and seating water from rain (FYI, I live in rain city, Seattle) and looks like bottom 2" siding is rotting.

Can I save my siding?
