So if my jam reveal is 5/16", my rosette will over hang 5/16" on inside of the trim and about 3/4" on the outside perimeter? (my rosette is precut at 3") I would probably need to make my own rosettes?

Your rosettes should be matched to the casing that you are using, so that the overhangs and reveals balance out.

Example:

Atlantic is right, as usual . As you have stated is also correct, if your rosette is not balanced to the trim than YES inside edge flush to jamb and outside is what it is.
