proper way to build a landing for stairs

Guys - I need some advice on how to properly build a stair landing. I'm doing a total renovation on my house and removed the old concrete stairs that led into the basement. I was thinking I would start by building the landing first since it acts as an entry way to the house via the backdoor and needs to be 3' by 3' minimum by code......maybe I'm wrong in my thinking. If not, whats the correct way to build a platform?

A picture or better description is needed.

Is this landing--below grade? Built of concrete or wood? Drainage?

The old stairs were poured concrete and led from the basement to the backdoor then turned and went into the mudroom. So now that the old concrete stairs are gone, its just a big hole with a concrete slab. The stairs would start below grade and lead to the landing which is at grade then turn and go above grade to the house. They are interior stairs and landing.

Do I just double some 2x4's for the post then frame around the top of it with 2x6 to make a 3' box and place plywood on top? This will be a temporary landing for the construction so people can get in and out of the basement to the outside and to the house without having to climb a ladder.

If they are temporary--sure--build a box frame for the deck--cover with ply and build those stairs--

If and when the permanent stairs go in--the concrete needs patching where the old cast steps were.--

Adding a couple of anchor bolts (J-bolts) might be a good plan.

I'd add a center 'joist' to that 3' box before the plywood goes on.
