It depends on how well the soffits are attached to the framing. Think about it. Those penninsula cabinets are going to be loaded with a few hundred pounds of dishes and glass, beside the weight of the cabinets, themselves. Now, if you want to sit with your arms and head below those loaded cabinets, not knowing if they will crash on you, then don't worry. Go the extra mile and anchor those cabinets into the upper framing and sleep well.

Cut a piece of 3/4" plywood the size of all your cabinet tops combined.
Screw the plywood with plenty of strong 3" screws up into to the joists.
Screw your cabinets to the plywood.
Cover the plywood with molding.

He'll need to reduce that part of the soffit by 3/4" if his cabinets are lining up with other uppers. I build my soffits with plywood anyway but if his are built with 2x2 or 2x4, he'll need to be sure they're built well.

Instead of bolting through the joists (structurally weakening them) Lay a piece of 2x across the top of them (nailed down) then run threaded rods up through the cabinets.

That's what I'd do, but then again I almost electrocuted myself last week so don't listen to me....

Make sure the threaded rod is sized correctly. Should be some resource on this, based on material, diameter, thread depth etc.

Depending on the distance off the exterior wall and if you are using trusses Truss Uplift could be an issue. That's an interesting problem....Leave a gap between your peninsula cabinets and wall cabs and hide it with a piece of floating trim?

Things that make ya' go Hmmmm
